Study for the impulse of petrochemical cluster in Veracruz

Study area

The study area included the metropolitan area of ​​Coatzacoalcos and Minatitlan, which includes 9 municipalities. The study starts with a diagnosis that includes the analysis of the international, national and local situations, to advance in understanding as to determine the  the formation of the main chains of the petrochemical industry using   cluster analysis, strategies and action plan for the promotion and consolidation of the industrial cluster.

The study starts with a diagnosis that includes the analysis of the international, national and local situations, to advance in understanding as to determine the  the formation of the main chains of the petrochemical industry using   cluster analysis, strategies and action plan for the promotion and consolidation of the industrial cluster.

Comprehensive scope for project´s  success

The study included consideration of the human factor, relating to  the training efforts  required in each of the levels that make up the pyramid of the productive chain of the petrochemical, chemical and metalworking industries.

The need and mechanisms to promote development and technological innovation were also studied.

In legal terms, the regulation of economic development must be enhaced in order to have instruments for attracting investment and promoting this industry. Land uses and availability of land reserves for the establishment of new industrial zones and land costs were also studied.

There is a need to update the  existing urban development programs in order to facilitate the development of the petrochemical industry in the region. The requirements of basic services (drinking water, drainage and electricity) were also analyzed.

The concept of special economic zones and their relevance to this case were explored. A comprehensive analysis of productive chains and forward linkages and backward was performed.
