Strategic Planning Process at the National Water Commission (CNA ).

FOA Consulting proposed the Strategic Plan for the National Water Commission through a participatory approach that included 24 consultation workshops. Its current situation, the desired future goals and strategies associated to the central areas and regional offices were analyzed.

Study context and objectives

As part of the modernization and decentralization of water management in Mexico to hydrologic regions, the National Water Commission considered the need and desirability of reviewing its strategic plan to move from an organization dedicated to the construction and direct operation of hydraulic infrastructure, to be a promoter and regulatory institution on the use and preservation of water in Mexico.

FOA implemented a comprehensive strategic planning process in which officials from 10 areas at the central level and 13 Regional Offices and State Managers participated.

A comprehensive strategic planning process

For each area and regional unit, participatory planning workshops were carried out with the participation of around 630 officers of middle and upper level. Based on the mission and vision of the institution and the identification of its internal strengths and limitations, and the opportunities and threats in the environment; objectives, goals, strategies and programs of action and operational corresponding institutional were proposed.
