Public Policies to Boost Infrastructure Disaster Prevention
Identify a set of public policies that are considered priority and feasible to boost short- and medium-term sustainable development of the physical infrastructure of the country in the field of natural disaster prevention.The study shows quantitatively that the frequency and intensity of extreme weather events in various parts of the territory are causing damages and losses affecting 40 million people.
A shift in priorities towards preventive care phase arises. This approach is consistent with the global trend, which recommends countries more emphasis on preventive mitigation of the reduction phase ex-ante disaster risk.
CONAGUA studies and Disaster Prevention Committee of the College of Civil Engineers of Mexico (CPD) estimate future needs by 2030, in 28 million dollars in 1300, with greater prevention projects have not been able to make the high individual investment required, located mainly in the Gulf of Mexico and the South Pacific and North.
The study shows that these projects with examples of major projects prevention are held back by the high amount of investment, which can hardly be financed even in several exercises with traditional fiscal resources, which are largely preventing the economic development of their regions, the risk of flooding recurrences .The set of ten packages prevention of major projects with a total investment of 6.185 million that the proposed CPD made within the period 2013-2018 for its urgent.
This critical issue plus others identified in the assessment, leads to propose a set of 45 public policies covering a wide range of topics: the process more efficient policies for sustainable development of the infrastructure for prevention, to improve the legal framework and financing infrastructure, to improve the environment of this, to develop human resources and customer service for the same.
